Tendering process in a goverment trust

A Trust responsible for running and managing energy efficiency initiatives, largely Government funded, had no formal tendering procedures when letting contracts for goods and services. There was also uncertainty as to whether the Trust’s purchases were covered by the EC Directives.

Sterling developed tendering procedures complete with model examples based on typical purchases made by the Trust. This was backed up by a series of training programmes for Trust purchasing staff. Shortly afterwards we were involved in producing a detailed guidance document on the application of the EC Procurement Directives.

As part of the project we worked with the Trust helping to write the specifications and draft the tender documents for two contracts with managing agents.
